Challenge
Jharkhand, home to a large tribal and rural population, faces a persistent challenge: a growing youth population with limited access to industry-aligned vocational training and employment opportunities. Many young people, especially from remote and underserved communities, lack access to structured vocational training that can lead to meaningful employment. To bridge this gap, the Jharkhand Skill Development Mission Society (JSDMS) launched the Deen Dayal Upadhyay Kaushal Kendra (DDU-KK), under the Mukhymantri Sarthi Yojana, to establish high- impact, employment-linked Mega Skill Centers across key districts.
The mission aimed to deliver quality, National Skills Qualification Framework (NSQF) aligned training supported by residential infrastructure, experienced trainers, and robust placement services. However, execution posed several challenges—building infrastructure in remote regions, securing sector-specific training partners, ensuring quality delivery at scale, and driving enrollment among disengaged youth. The program’s success would depend on addressing both supply-side and demand-side gaps to build a long-term skilling and employment ecosystem across the state.
Solution
To address the skill gap and youth unemployment challenge in Jharkhand, JSDMS adopted a Public-Private Partnership (PPP) model under the DDU-KK scheme. Raminfo served as the strategic implementation partner bringing in strong capabilities in essential program support, capital investment, and technology enablement. Raminfo established two state-of-the-art residential training centers in Ranchi and Dhanbad, covering over 25,000 sq. ft. each and equipped with classrooms, labs, hostels, and digital tools. Training was offered across high- demand sectors such as IT/ITES, logistics, retail, and healthcare and a real-time training management system was deployed to ensure transparency and compliance, while the curriculum was aligned with NSQF standards. The program also emphasized industry partnerships, job placement support, and community outreach to engage rural and tribal youth.

The DDU-KK initiative created long-term, transformative impact across youth empowerment, employment, and digital enablement in Jharkhand.
- Youth Empowerment: Hundreds of young people, many of them first-generation learners, completed job-ready skill training programs with national certifications.
- Infrastructure Development: World-class training facilities were established in Tier-2 & Tier-3 cities like Ranchi and Deoghar.
- Employment Generation: The centers recorded strong placement outcomes with students being hired across retail, healthcare, and logistics sectors both within and outside Jharkhand.
- Digital Enablement: Raminfo’s technology integration ensured real-time tracking, seamless administration, and transparent reporting.
- Social Inclusion: The program prioritized marginalized groups, including Scheduled Tribes, Scheduled Castes, women, and persons with disabilities—advancing inclusive development.
- Scalability: The success of the model makes it replicable across other districts and states seeking to align skill development with employment.
